An article in the April 20, 2019, edition of Modern Healthcare, by Jessica Kim Cohen, was entitled, "Checklist: 6 steps to a new EHR purchase." It demonstrated that, "The Office of the National Coordinator for Health Information Technology," at the U.S. Department of Health and Human Services (HHS), "outlined "best practices for selecting and implementing a new electronic health records system as part of its health IT playbook, a resource it first released in 2016."

According to the playbook -- an excellent primer -- a "six-step module for healthcare organizations to follow," is recommended, "to assess which EHR software is best for their needs." Cohen states that the module criteria are:

  1. Review resources
  2. Assess needs
  3. Set requirements
  4. Select a vendor
  5. Determine the cost
  6. Negotiate a contract
